This program, co-sponsored with the American Immigration Lawyers Association is designed to explore asylum strategies for use in representing victims of gang-related violence. The panel will consist of immigration judges, a senior attorney from UNHCR, legal representatives from the public interest sector and from academia, and lawyers from USICE. Among the subjects discussed will be approaches to establishing that the harm or suffering experienced or feared is connected to a protected ground; application of the social group ground of refugee protection in gang violence cases; strategies for meeting the new "particularity" and "social visibility" criteria for social group; methods of attacking the new criteria for social group determinations and for preserving arguments on appeal; and finally, the use of attributed characteristics or beliefs in refugee analysis. The training is expected to be of substantial value to attorneys and public interest agencies engaged in representing victims of gang violence.
